Remove Provisioner deployment after migration to KIM is completed

Description

After the migration from the Provisioner to KIM is completed, we have to shutdown the Provisioner.

The deployment has to be removed from the control-plane repository and all Provisioner have to be undeployed from all KCP landscapes.

AC:

• Ensure the configuration provided by the Provisioner Chart (e.g. Auditlog-Config) is part of the KIM deployment and won't disappear when Provisioner gets removed
• Remove the deployment from the control-plane repository
• Undeploy the Provisioner from KCP DEV
• Undeploy the Provisioner from KCP STAGE
• Undeploy the Provisioner from KCP PROD

Reasons

Cleanup after migration from Provisioner to KIM is completed.
