MediaStorageSOPInstanceUID and SOPInstanceUID get messed up in compression #44

I think it's in this library, as it doesn't do it when I use other libraries.

Request a DICOM with a transferSyntax of, for example, 1.2.840.10008.1.2.4.70 (does it with everything except Explicit LE)
MediaStorageSOPInstanceUID remains the same
SOPInstanceUID changes

The two UIDs should always be identical. Not sure whether it's supposed to change at all, but I don't think so?

As you know, normally I'd fix bugs myself, but I don't know C++ :)
