Problem with PermissionRequiredMixin

I have run in to a problem where using the PermissionRequiredMixin on a FormView or EditCollectionView, the view will load fine when the user.is_superuser = True, but when user.is_superuser = False and the user has the required permission for the view, they get a "403 Forbidden" error.

class UploadView(PermissionRequiredMixin, FormView):
    permission_required = 'bundle_tool.upload_pdf'
