New repo scoop-bucket for app manifest distribution

Hi,

To not let Windows Jenkins Contributors left behind, we would like to distribute our CLI https://github.com/jenkins-infra/plugin-modernizer-tool via scoop (Which is like homebrew. A tap is a bucket, a Formula is an App manifest, etc...)

The PR that update JReleaser config is jenkins-infra/plugin-modernizer-tool#515

Resulting repo would like like https://github.com/jonesbusy/scoop-bucket/tree/main

Can you provision for us a repo scoop-bucket with exact same settings and permission than homebrew-tap
