NNK_Years need populated to management drop-down

@giorgichi , the NNK management form needs applicable years populated for each site. This is necessary so site personnel can see what has been entered. I tried to see Lamberton2 for example but not possible because data are all pre-2000.

Management form not available to users bc of website no longer existing. Need management form made available if want to use it. Otherwise will need to manually populate into Google backend sheet.
