Describe the issue

Description: I am experiencing an abnormal memory behavior when using IPEX in the Python interface. The application seems to have unpredictable memory usage patterns which are causing stability issues. issue open inhttps://github.com//issues/732

I have attempted to address this issue by compiling and using libtorch directly, hoping for more stable memory management. However, I encountered a problem,no idea to initialize the XPU.

Hi @piDack The cpp sdk is not supported on windows.
#732 is being looked at by us, please wait for a response.
