template_path <- Sys.getenv("INPUT_REPORT_TEMPLATE_PATH", "/template.Rmd")

This is very unlikely that the file exists in the root directory. Pls fix it to the current dir. It's anyway set via envvar during the pipeline but at least it helps when debugging locally.
