Rearrange project to better match the htp-whistle project

This was the first whistle project I created and it's nested directory structure makes for a bit more clumsy CLI work and also, results in some slowdown in finding the right places to look for things when switch back and forth between the two dataset projects. The HTP approach is cleaner and more straight-forward...typical of creating something after learning lessons from earlier attempts.
