Scope

Ability to programmatically connect to FHIR endpoints using OAuth backed by keycloak for authorized registered tier users
Upgrade to latest version of smilecdr
OIDC auth and consent policies in place
Implement proper process for managing users and their permissions
Develop a CI/CD pipeline that properly tests and deploys this

Questions to Address as we move forward:

We will need to define and align on FHIR integration workflows with the upgraded FHIR servers and determine impacts.
