Guidelines are meant to remain open issues, just for contributors information.

HTML5 introduces a lot of semantic tags.
Code is more easy to understand when it uses it instead of using only div tags.

still an issue? Does not seem there are a lot of div out there.

I think they should go to a CONTRIBUTORS.md file in the repo, no?

There is a page for this in the wiki, but I think contributors are more likely to look at issues.
