For new draft items, clicking "Versions" throws an error #252

What happens:

  1. Create a new document in GEOMG
  2. Reopen the document
  3. Click "Versions"
  4. See "We're sorry" rails error

What should happen:
If there are no versions to see, the user should either not be able to click it OR an informative error page should explain that there are no versions to show.
