The templates/etc/systemd/system/docker-run.erb template should allow the user to set the "Restart=" value in the file.
It comes hardcoded as "on-failure".
Allow for a flag to docker::run like "systemd_restart", verify the value is one of the allowed options, and then use the value in the template.
