Moving away from the shell exports, we should default to use the system variables available to linux.

Use case

Most systems only require one installation.
If systems require different installations, they would typically use a shell profile.
Multi-user accounts are rare unless the system is a server, again these cases can be overridden by the shell profile.
This should be configurable, but it should default to a system-wide installation.
