It's seems that in superchain-ops repository we need to compile two times cf screenshot:

It would be nice to avoid two times compilation especially after the forge clean.

Fix by using the latest version of the base-contracts by #450

Reopening as I still see this behavior. I think it's caused by both forge build and forge script attempting to compile when we run just commands like just simulate.
