master里方法二docker启动，不知是哪个版本的代码。

azure_on: true # 如果是true，则会走azure的openai接口

启动服务，默认开始依然查询openai biling接口查询，导致机器人对默认指令无反应，比如发送模板，没有回复

只有第一次发送问题，让机器人实际认识到要去调用azure时，之后才会正常启动，这点感觉有点bug
