Cannot teleport...check your ilvl

I cant teleport to any dungeon at all, it says to check my ilvl no matter what dungeon I try to go to.
Same error whether I use commands, or the GUI links. I have ilvl 496 which is high enough to do every dungeon available. Also tried on other characters with a high ilvl and same issue.
Please help thank you!

There is a known Vanguard List bug introduced on TERA latest patch. Check your Vanguards window (H), if there is no dungeons in the list, you'll have to teleport to ghilli and reopen the Vanguards window to reload the dungeon list.
Now the dungeons should be in the list.
