similar to the relativeSpeed attribute, a relativeCapacity would make it easier to compare traffic quality among different kinds of edges.

For meso, its relatively straightforward to compute the maximum capacity based on headway times but it's also possible for micro with some assumptions. (i.e. for the DEFAULT_VEHTYPE)
