[Dark Theme] Badly colored icons in outline view

As part of the theme changes, it's a good idea to revisit some icons. As shown in, #2114 (comment), the filtering icons in the Outline view are difficult to see, especially the static and local ones because the letter is in dark blue:

The grey circle is also not the best choice.
