Describe the bug
Started to see the following error crop up a few times in the last day when creating a sandbox in Python:

500: error when creating instance: failed to create sandbox 'nlhz8vlwyupq845jsdg9': [Internal] failed to create sandbox: failed to init new envd: failed to init envd
