Document and vet baseline map application functionality

For the purposes of our current UI/UX work, here's a listing of current functionality and perhaps the check boxes can be use to vet their inclusion going forward

Baseline Web-page functionality

• stable URIs, hash linking to allow deep linking into app
• full page (no scrolling on main page) on desktop
• responsive on mobile

Mapping Functionality

• Pan, Zoom In, Zoom Out with mouse
• Toggle Layer Visability
• Zoom In, Zoom Out with clicking a button
• Toggle between four DEP data output variables
• Preset zoom/extent buttons for four states IA, KS, MN, NE
• search for a HUC12 by its name
• change the opacity of the DEP data layer on the map
• overlay to draw US Counties
• overlay to draw rivers
• overlay to draw HUC8s
• overlay to draw states
• a custom generated Iowa 100m hillshade underlay

Data Interactivity

• A dynamic legend generated based on selected data
• A dynamic title based on selected data and time
• mouse-over HUC12 popup information
• double-click HUC12 to generate more detailed popup
• display data in English or Metric units
• Plot data for an individual date or range of dates
• Download presented data as a shapefile

Detailed HUC12 Information

• Coded identifier of the HUC12
• popup table showing yearly summarized results and monthly summary
• popup table showing daily results
• Top 10 listing of erosion events for the HUC12
