Current behavior:

When the user changes the PR to a Draft, Roadrunner keeps tracking all changes and keeps sending notifications about any changes added to the draft.

Expected behavior:

When the user changes the PR to a Draft, Roadrunner should stop sending all notifications until the PR is set as ready for review again.
