Add test kitchen for cookbooks / lightweight CI

Need to ensure our cookbooks are properly pipelined to our Chef Server. I think this can be bare minimum CI right now. One or two tests, validate test kitchen run, upload to Chef Server.

I would like to see Jenkins as part of this environment. I agree we will hit the local workflow for cookbooks at some point in fleshing out the solution and should show how to use kitchen.
