Wavelets functionality extracted into a separate library CR-Wavelets

Wavelets-related functionality (A JAX-based implementation of wavelets) has been refactored into a separate library CR-Wavelets. The current version of CR-Sparse is in the dev branch. If your work requires wavelets-related stuff, please work with the latest code. A new 0.3.0 release of CR-Sparse should be out in a few weeks after other changes are completed.

Having a separate CR-Wavelets library enables the following:

• Those who only need the wavelets-related functionality don't have to include dependency on the rest of CR-Sparse.
• CR-Sparse can focus on sparse recovery and related functionality
• CR-Wavelets can focus on adding more tools around wavelet-based techniques.
