Make bsd.to dpaste settings available to allow suggestions for changes

As discussed with koobs in IRC. This is so I can suggest changes for better visual contrast etc - as it is, it's very hard for me to read.

@Rodrigo-NH Please push existing deployed service code (minus the 'standard' dpaste app) so we can open it up to contributors. If you need to make any minor code modifications prior to pushing, please do so. For example:

• Remove site key/secret from settings (and use environment instead)
• Separation of settings.py (prod) and settings-dev.py (or other)

Sorry about the delay. I will check bsd.to actual state to organize this sync.
For now: bsd.to repo description says 'URL Shortener Service (hosted at https://bsd.to/)'. Thats not correct I suppose?
