Telnet: Connection refused

Hello,

I was able to do the AT!OPENLOCK? successfully and gained access. I then used at!custom="TELNETENABLE",1 and got the OK response. I then used AT!CUSTOM?

OK

and got that response. I am using an M6500. When I try to use telnet 192.168.1.1:23 on putty it says connection refused. Can someone please help me figure out what I am doing wrong? All I am trying to do is disable automatic updates and that's literally it.
