Maybe there is a small typo in "Homomorphic Encryption: A Toy Implementation in Python"

But this minimum number must be decided in advance to set the parameters accordingly. We usually call such a scheme Somewhat Homomorphic Encryption (SHE) scheme.

This seems to be called Leveled Homomorphic Encryption.
