It should be good to read the step, detect the units, and write the STL in same unit system. or if you want to keep the output in only one unit, can you rename the output with the unit?

STL files contain no scale information, so it's up to interpretation what the output units should be. I found this dicussion which suggests that OpenCascade converts geometry to millimeters.
