It would be nice if one could copy a layer (or all layers) from one image on top of another image.

For example imagine I have one base image and then many other data layers published to a registry. It would be nice if I could combine the base image with a data layer from another image.

This should be quite easy and efficient with the OCI image layer structure, right?
