  • use welding?
  • look for text frames inside of the image frame or just below it, with the same width and only one or two lines height?
  • use styles

2nd option seems a smart way of doing. It will not fit all needs, but should please quite a lot of users. For the other cases that do not fit 2nd option, another way of doing would be required.

Styles could help securing the 2nd option.

Using attributes is a fourth option.

All document dont use captions for their images. Some document have many captions for their images.

attributes in scribus seems to be a bit clumsy...
and i prefer not to introduce changes in scribus itself (at least for now!)

i think i'll try to first implement a position based one... and then a style one on top of it.
in the export settings you will be able to choose a style, if you want to use one!
