What happened?

Steps to reproduce:

  1. In For You tab, select any topic
  2. Select Saved tab
  3. Select For You tab again
  4. Observe that list was scroll up.

Closes android#1780

Modifier.windowInsetsTopHeight was reset to 0 when navigating from child navigation to top level navigation, caused Spacer not render, and LazyListState updated top position to item 1 instead of 0 (Spacer).

Test: ./gradlew connectedDemoDebugAndroidTest
