Update Site Accessibility Settings button

As a user, I want to be able to adjust color and text size settings, so that I can use the ALL website in the best way that works for me.

We don't have a design in the Figma for how this should look, so this story is up to the implementer's interpretation.

Definition of Done

  • Acceptance criteria defined
  • Solution tasks specified

  • Unit tests written (on API code only for now)
  • Solution passes full suite of unit tests
  • Design documents updated if needed
  • Pull request created
