Inconsistent ADL startup times - is license checked at startup?

Hello,
I have noticed that ADL for debugging starts in inconsistent time.
Sometimes it is almost immediate, some other times can take up to 5 seconds or more.
With the same project, even without modifying source.
The wait is quite an inconvenience when debugging.
Furthermore, code starts execution, but stage is not available, causing errors if accessing stage properties before it has done its internal stuff.
This is compatible with network inconsistent timings. I was wondering whether AIR license is checked online at startup?
