notify - comment on ticket owner

Excuse me for being really hard :)

How can I make it so that when a comment is entered into a ticket, a notification is sent to the ticket owner?
Or even better, how do I get a notification sent to the user who is mentioned in the comment with @.
I've tried configuring the workflow but evidently I'm doing something wrong because no notification is sent (I haven't even tried mentioning since it doesn't even notify me to the owner).
I tried searching the documentation as well but couldn't find anything.
If anyone can help me I would appreciate it.
