Local navigation bars across WordPress.org are changing to use a chevron icon on mobile instead of the word 'Menu', see WordPress/wporg-mu-plugins#463

We need to update the nav settings from no icon to use the 3 bar menu icon. The local nav bar mu-plugin will take care of replacing the 3 bar icon with a chevron.
