[BUG] - default access allows stops and ingress portals

May want 2ndary testing but it appears that setting map to enabled for a specific role, same with stops and ingress portals still allows regular users to see stops and portals. Verifed 3x that only the "donor" group is in the config file for map, stops and portals (for all items in truth) and yet a non donor can enable stops and portals.
