gettext Installation docs for Windows

There should be some installation documentation for Windows users (like myself) for installing gettext.

After a couple hours of playing around, this is a working solution on Windows 8.1

• Follow these instructions for installing gettext:
  • https://docs.djangoproject.com/en/1.7/topics/i18n/translation/#gettext-on-windows
• The following zip files need to downloaded and unzipped in the desired directory. All files, very important!

Thanks for pointing this out! why is this url not enough http://gnuwin32.sourceforge.net/packages/gettext.htm. Install the setup and you're good to go.
We can make a wiki page for that! PRs are welcome

That URl probably could work... but the version that comes with the installer is really old compared to the more recent version in the gnome links. In my research it seems to older version lacks some feature, one notable is the explain gettext option. Since WordPress uses the explain, it seemed reasonable that the resulting files would lack that info.
