Versions beta 1.5 and below do not have missed attack hit cooldown #677

Problem Description

When hitting the air (missing) you can still hit rather than having a 10 tick penalty

Solution Description

Add 10 tick penalty for missing

I think this is already added for 1.7 and below

So a hit penalty has already been added to versions that normally dont have a hit penalty?

Cause 1.7 and below didn’t have the hit penalty

I dont know the start version but beta 1.5 has it
