Annotation functions for analytical workflow

We may need some new data annotation functions for the analytical workflow:

1. In order to define domains by length-groups, we need some kind of annotation of length groups for Individuals. In general, it is of interest to convert continous variables to ordinal or categorical variables.

2. Need to add vessel length-grouping to StoxLandingData. Since length groups are part of the LandingData. This could possibly be achived by implementing AddToStoxLanding

3. I have implemented new functions to do more explicit treamtent of out-of--frame samples, for interpolation to unsampled domains. In order to be used, we will need annotation for PSUdesingParameters.
