On Windows 11, the first time some users try to open Soar (click on SoarJavaDebugger.bat, for example), they get this security warning: . They have to click "more info" in order to choose to proceed with opening Soar. This is a bad experience and needs to be fixed. I kind of wonder if this is the same issue that was occurring in #497.
I'm not sure if we can, but it would be nice to do something similar to what we do on Mac, where we simply remove the quarantine attributes.
