Reminder Time resets

Steps to re-create

Create New Action Plan
Adjust the reminder time on some tasks
Add a new task
Time will reset to 8am

Expected behaviour: Time remains at the correct time you selected

Workaround: only set the time for reminders after adding all tasks to an action plan or action plan template
