Describe the Bug

When using transfer*BL functions to move BL to / from a token, there appears to be a missing refresh to the zone renderer

To Reproduce

I've attached two campaigns (please remove/delete the .zip extension)
test-BL was created and saved in 1.16.0b4
test-BL-1.15 was created and saved in 1.15.2

You can select the card token, hold shift, and rotate (mouse wheel), the token.

in 1.15 the render refreshes and the Hero token can see the BL moving as the token is rotated.
in 1.16 as you rotate it, the hero token does not see this movement and no refresh takes place until AFTER the card token is moved.

Expected Behaviour

The same behavior as seen in 1.15.2
