[Bug] FameView HP, first viewport is not synced

Describe the Bug

The first viewport of the HP FrameView is not synced with orthers viewport

Steps to Reproduce

1. Go To https://viewer-dev.ohif.org/viewer?StudyInstanceUIDs=2.16.840.1.114362.1.11972228.22789312658.616067305.306.2
2. Select HP FrameView with the HP selector tools
3. Scroll the first viewport => no sync
4. Scroll the seconde viewport => sync of all viewport except the first one
