Add docker compose run test workflow

We should add a new CI test for the docker compose environment - both to make sure we're not breaking anything there and also to have a more comprehensive full infra execution. This CI should simply build the containers and run the docker compose environment for e.g. 5 min, failing if any of the containers becomes unhealthy or exits.
