Creating a full resolution WCDA experiment

What new functionality do you need?

This issue will capture the work associated with creating and running a full resolution WCDA experiment. The experiment will first serve as a scaled-up infrastructure test for the full resolution, and then will later be used to evaluate the science.

This full resolution cycling experiment is a follow up to Issue #3173 for the ATM-only case.

More details:

• Target resolution: C1152mx025 deterministic, C384mx025 ensemble, 80 members. Incorporation of marine DA chgres may be required.
• Target app: S2S to start, then later expand to S2SW (gfs) and S2SWA (gdas)
• The target IC date: 2023041500. This will allow for a two-week spinup before the requested time period of May/June for GEFS testing.
• Target machine: WCOSS2 with Hercules as a backup. Required PR#3220 for WCOSS2 has been merged.

Known issues:

• Walltime changes for the ATM jobs have not yet been addressed and may need to be extended.
• ATM prep job failures have not yet been addressed. Requires more memory (3 nodes have worked) or set export MAKE_PREPBUFR="NO" in config.prep.
