process_foreign_data adds years from 21A

When processing NAFO data, there are missing data for entire years in the 21B data. These are years are supplimented by total landing by species from the 21A data (2003,2008,2009)

When initiating a pull using specified years get_comland_data(filterByYear = 1964:1999) the data from 21A is included in the returned data object.

This needs to be fixed
