Revisit algorithm to assign unknowns

During 2024 SOE it was found that surfclams were on GB in a time when they shouldn't be.
In addition Eastern Oyster were also prevalent.

This is more than likely an outcome from the algorithm that assigns values to unknows fields in each trip based on other similar trips.
This should be looked at again and the methodology of Palmer revisited
