i did all the steps right in using windows
the error happens when i use any python 3.10+ i downloaded 3.9 and now i get this error Failed to load paths: No Python at 'C:\Users\User\AppData\Local\Programs\Python\Python310\python.exe'

I do suspect that you had Python 3.10 installed and uninstalled it.
After uninstalling, you will also have to look in your system path. Python puts itself there and does not remove itself: http://www.computerhope.com/issues/ch000549.htm
