Build broken in Kong 3.4.2 due to missing lua-messagepack 0.5.2

Current Behavior

When trying to build kong locally using bazel build //build:kong --verbose_failures --config release, the build fails with the following error

Error: Could not satisfy dependency lua-messagepack 0.5.2: No results matching query were found for Lua 5.1.

Expected Behavior

No response

Steps To Reproduce

git checkout 3.4.2
bazel build //build:kong --verbose_failures --config release

Anything else?
