Hello, this is probably due to using System.Data.SqlClient in SqlTableDependency and using Microsoft.Data.SqlClient - new implementation for .NET core world. See https://devblogs.microsoft.com/dotnet/introducing-the-new-microsoftdatasqlclient/. At least in our solution we are using Microsoft.Data.SqlClient e.g. for allowing using EntraId for authentication.

Adding nuget package System.Data.SqlClient v4.4.0 solved the same problem for me.
It is caused by older version of SqlClient dependency on APIs not available in dotnet Core 2.

Confirmed. Fixed for me as well.
