Add a user management view to the new admin

Add a view for managing users
- Assigning users to groups
- Removing users from groups
- Disabling or removing user accounts
Allow sorting users by status, name, creation date
Add vitest unit-tests
Add APIv2 entrypoints for managing the files
Add APIv2 unit-tests
Check for user management permission
